3) Background notes: [The applicant may be pardoned in making the following brief but inevitable narration of his grievances, for kind consideration of the officials concerned. For the last two decades the applicant is painstakingly working for the recognition of his individual dignity and justice as well as representing for recognition of the inherent dignity and rights of the ‘Indian Diaspora’ as a whole].

a) 'Representation to the MEA for ‘Indo-Gulf Reparation Mechanisms’:

A representation was submitted to the MEA on January 30, 2013 by applicant towards the formulation and implementation of a ‘Mutual Human Rights Law and Reparation Mechanisms’ Between the Government of India and the Gulf (Gulf Cooperation Council - GCC) countries, mandating our elected representatives and officials to eliminate discrimination and imbalances of Non-Resident Indians (NRIs) working in different countries. This also involves the recognition and protection of the dignity of individuals. A copy of the same was also sent to Shri Salman Khurshid, the then Minister for External Affairs. He was kind enough to acknowledge the representation and forwarded the same to MEA for further action, under intimation to the applicant.

b) 'A Self-contained Explanatory Representation':
In continuation of the above mentioned representation, Shri. S. Sarkar, Section Officer, Gulf Division, Ministry of External Affairs, New Delhi, directed the applicant vide his Letter No.G/3139/2013/MEA (Gulf Division) dated 10th October, 2013, to send him a “self-contained explanatory representation” narrating his grievances. [Copy of his letter is attached herewith marked as 'Annexure 1' for ready reference] Accordingly a “self-contained explanatory representation” along with all the supporting documents was submitted to him on 28th October 2013.

c) 'Reminder Letter'
When nothing transpired - neither reply nor even an acknowledgment - on the said representation in spite of the passage of 8 Months thereafter, a reminder letter dated 16 July 2014 was sent by the applicant to Shri S. Sarkar, requesting him to initiate expeditious action to redress his grievances. Copies were also sent to Hon'ble Prime Minister of India, Shri. Narendra Modi and Hon'ble External Affairs Minister of India, Smt. Sushma Swaraj.

2. Name of the authorized official, with designation, who had received the letter?

3. Name of the official to whom the letter and its enclosures were marked to and entrusted with for further action?

4. What was the follow up action initiated in the matter by the concerned official/authorized person?

5. What’s the present status of the “self-contained explanatory representation” towards resolving the grievances raised by the applicant in his representation dated 28th October, 2014?

6. What’s the present status of the “Representation for ‘Indo-Gulf Reparation Mechanisms” towards resolving the various grievances of ‘Indian Diaspora’ raised by the applicant in his representation dated January 30, 2013?

    The External Affairs Ministry, Government of India, Respondent in C.W.No.4972/97 (C.M.9144/97) was directed by High Court of Delhi, an order of mandamus to dispose of the representation submitted by petitioner within two months of the date of the Judgment. The directives contained in the judgment of Delhi High Court was dated 20-11-1997.
